Suspended Tshwane Metro Police officer, Major Lebogang Phiri
Suspended Tshwane Metro Police officer, Major Lebogang Phiri, has told the Madlanga Commission that the City of Tshwane’s Water and Sanitation Department preferred Gubis85 Solutions to provide security services following the vandalism of reservoirs and pump stations in December 2024.
Phiri was responsible for security deployment in the city.
He has been accused of assigning contract work to private security firms without the necessary delegated authority and of allegedly steering contracts towards Gubis85.
However, Phiri has denied these allegations, instead placing the blame on the Water and Sanitation Department.
“The Water and Sanitation Department specifically mandated the use of GUBIS 85 solution PTY LTD, citing that they were already utilising the service provider services and refused to engage multiple different service providers for budgetary and administrative reasons. In fact, the department was already utilising GUBIS before I was even involved,” he adds.
