Tshwane Metro Police officer, major Lebogang Phiri
Tshwane Metro Police officer, Major Lebogang Phiri, says statements from suspended Tshwane Metro Police Department (TMPD) Director of Assets Tshukudu Malatji, stating that he did not delegate the power of allocation to him, are malicious.
Phiri has been accused of assigning contract work to private security firms without the necessary delegated authority and of allegedly steering contracts towards Gubis85.
Phiri has testified at the Madlanga Commission that he received the instruction through an email from Malatji, which instructed him to “run with it” and delegate work to Gubis85.

“Director Malatji was incorrect, and to further state immediately when you hand me a department the emails will suggest the updated list the email will tell you that now you can speak directly to Mr Phiri commissioners this statement is incorrect and malicious and I did not approve or mandate the allocation of ad hoc security services to Gubis 85 Solutions Limited in the period between December 1024 to June 2025.”
