Herman Mashaba and Dr Nasiphi Moya
ActionSA leader, Herman Mashaba, has emphasised that his party is unapologetically against the mushrooming of illegal immigrants in the country.
Mashaba was speaking ahead of the announcement of the party’s senior member, Dr Nasiphi Moya, as the party’s mayoral candidate for the City of Tshwane.
Mashaba warned political parties not to seek a coalition with ActionSA if they have problems with their stance on undocumented foreigners.
His comments follow Friday’s roundtable meeting between KwaZulu-Natal Police Commissioner, Lieutenant General Nhlanhla Mkhwanazi and civil society organisations, including March and March, after recent demonstrations against illegal immigration in some parts of KwaZulu-Natal and Gauteng provinces.
“I think if anyone has got problems with our stands on illegal and documented foreigners, then don’t co-govern with us. I think for us this Tiraga matter is non-negotiable. In fact, we are on record that as ActionSA we will not enter any negotiations with any political party before elections. Or we will only talk once the election results are out and we know which political parties have got the numbers to co-govern with us.
There are three conditions we forwarded to all the other parties in the country. Corruption is public enemy number one. If Herman Mashaba or when Herman Mashaba gets involved in corruption, don’t cover for me, because Herman Mashaba is not going to cover for you. Secondly, we must openly commit that we are going to provide public services to all South Africans, regardless of their postcode. This whole issue of other political parties wanting to only provide services to only those who vote for them, it is unconstitutional. The constitution of the country expects a mayor to provide services even to those who did not really vote for you. Also, the last one that is not negotiable: if you co-govern with us, illegal and documented foreign nationals are not welcome in a municipality. So that you expect us to co-govern with you. So, if we co-govern on our own, I can tell you we are going to make sure that within the metropolis we have a unit that must daily deal with illegal and documented foreign nationals, taking them over to Home Affairs. We are going to make sure that trading licenses are given exclusively and unapologetically to South Africans. If you don’t like that, then don’t co-govern with us, because that coalition is going to collapse,” Mashaba elaborates.
The ActionSA leader, has publicly backed Moya as ActionSA’s mayoral candidate for Tshwane. Mashaba has praised Moya’s actions in cleaning up and turning around the city, stating that she is always out there, listening to the people and reacting to their issues.

Moya is the current Executive Mayor of Tshwane, a position she secured after a council vote in September 2024, when the ANC-EFF-ActionSA coalition ousted DA’s Cilliers Brink. Moya is the first woman to hold the role in the party.
Meanwhile, ActionSA says it welcomes the Constitutional Court’s ruling on the Phala Phala matter.
