Suspended Tshwane Chief Financial Officer Gareth Mnisi testifies before the Madlanga Commission of Inquiry on 17 April 2026.
Suspended Tshwane Chief Financial Officer, Gareth Mnisi, has told the Madlanga Commission in Pretoria that he does not influence the tender bidding process.
Mnisi, who is currently testifying before the Commission, also serves as chairperson of the Bid Adjudication Committee (BAC).
He has been accused of tender rigging in the City of Tshwane but maintains that his role as committee chair is limited to oversight.
“The BAC is made up of about seven individuals. These are all senior managers within the City of Tshwane. They are appointed by the city manager. My role, as delegated in terms of the SCM function, is to be the chairperson of the Bid Adjudication Committee. So chair, influencing a process and directing proceedings in compliance with the relevant laws and regulations from my perspective is two completely different issues. So, analysing and scrutinising documentation in front of me, applying the rules, laws, and regulations and prescripts of the law is not a process of influencing.”
Mnisi has also told the commission that he has no personal interest in the security companies linked to the metro’s long-term security tenders.
He says he is not connected to companies such as Ngaphesheya Security, Triotic Protection Services, and Gubis85 Solutions.

Ngaphesheya Security is owned by Bheki Nkosi, the brother of Sergeant Nkosi, while Triotic Protection Services has been linked to Eugene Modise, the Tshwane African National Congress (ANC) regional chairperson.
Mnisi has maintained that he had no improper relationship with the individuals.
“I confirm that I know that Sergeant Nkosi’s brother is a director of Ngaphesheya Construction and Projects. Notwithstanding that fact, I confirm that I have no, nor have I ever had any personal business, financial, or other relationship with him or his company. On 46, I deal with the matter of Triotic Protection Services. I confirm that I have no, nor have I ever had any interest or relationship with Triotic Protection Services CC either directly or indirectly. I further confirm chair that I have no interest in a relationship, nor have I ever had any relationship with the shareholders, directors, or representatives of the said entity.”
