Justice and Constitutional Development Minister Mmamoloko Kubayi conducts an oversight visit to the Randburg Magistrates Court in Johannesburg on Monday. The visit comes as her department concludes the Access to Justice Week.
Kubayi says part of this initiative includes creating awareness of the services they provide, and as a department, evaluating their services and fixing problems.
Minister Kubayi did a walkabout in the court building, where she interacted with workers in different units, asking them about their challenges.
“We do not have cameras here to deal with cases. Only one courtroom has that and that makes everything difficult. We also do not have a Teddy Bear area for victims (children), unlike at Protea Court, where everything is there.”
Prosecutor for Sexual Offences against women and children in the Randburg Court, Given Mbedzi, told Kubayi that there are a number of challenges that they face. And, addressing them could help them fast-track prosecutions.
The Minister says her office will work to address these challenges. “It’s much better in terms of infrastructure. There were no complaints about basic infrastructure things. I did not find ceilings that are falling. We do have capacity issues that we need to deal with. I got a lower percentage on the management of child cases. In terms of the Children’s Act… but also on maintenance.”
On the allegations made by KwaZulu-Natal Police Commissioner Nhlanhla Mkhwananzi, Kubayi says her department will comply with the Commission of Enquiry probing the allegations. The Minister says, though there could be rotten apples in her department, not everyone is corrupt.
“I shouldn’t be doing investigations because it would look like I’m starting to counter the work of the commission. The commission must be allowed to do its work. And there are questions that the Department of Justice or the Minister of Justice must come and answer; we will be more than willing to go to the commission. But what I want to say to the public is that, as much as there are allegations, not everyone in the justice cluster is corrupt and not everyone is working to sabotage the justice criminal system.”
Kubayi adds that she’ll conclude her visit to the courts in Pietermaritzburg next week.
