KwaZulu-Natal–Mozambique border where the halted R84m wall project exposed tender fraud and corruption.
KwaZulu-Natal Premier Thami Ntuli has commended the Special Investigation Unit (SIU) after its probe put a halt to a multi-million rand border wall due to tender fraud allegations.
This comes after a Special Tribunal set aside the R84 million border wall project, between Mozambique and KwaZulu-Natal.
The contract was awarded to ISF Shula Joint Venture to build concrete barriers along the border to curb the smuggling of stolen vehicles. But the SIU probe found that the company had submitted fraudulent documents and only built five of the eight kilometre long wall while pocketing R84 million.

The Department of Transport had to pay an additional R62 million of taxpayers’ money to another company to complete the project. Premier Ntuli says this will send a strong message to those engaged in fraud and corruption in government
The SIU is expected to commence its efforts to recover the public funds and refer criminal cases to the National Prosecution Authority (NPA).
“Our government has invited them in certain instances to say can you come on board here, we think the capacity that you have is much instrumental to dive deep into the elements that we are faced with of corruption and fraud. We support that work but I’m still going to be engaging with the MEC of transport about this incident so that we get to understand more about what is actually happening,” says Ntuli.
