Deputy Chief of Police at the Tshwane Metro Police Department, Umashi Dhlamini
Suspended Tshwane Metro Police Department Deputy Chief Umashi Dhlamini has told the Madlanga Commission of Inquiry that his brothers had a close relationship with the late alleged Big Five cartel leader, Jothan “Mswazi” Msibi.
Dhlamini testified that he has known Msibi since childhood, but firmly denied having had a close personal relationship with the late Pretoria taxi boss.
He further confirmed that two of his brothers are involved in the taxi industry.
“Mr Msibi worked very closely with my brother and actually we grew up in the same area. Mr Msibi, when he goes home, he passes next to my father’s house. So it’s just the back street where I grew from. So I knew him a long time before because he’ll come sometimes at home to my brother, they sit together. And when they grew there before, each and every one has his own yard, what we call isibaya; they used to operate from one yard, where they take his sleeping together. So I know him as such, but never had a relationship with him.”
Dhlamini also told the commission that purchase orders for service providers in the City of Tshwane are made before services are rendered.
He is accused of influencing an R800 million security contract. Dhlamini is alleged to have favoured specific service providers, including his brother, to secure a contract.
Dhlamini contradicted the testimony of suspended CFO Gareth Mnisi, who previously said that purchase orders were created after work had begun or been completed.
Advocate Matthew Chaskalson is leading Dhlamini’s evidence.
