Dhlamini quizzed on assisting Nkosi’s brother with an MP tender bid


Questions have been raised at the Madlanga Commission of Inquiry over suspended Tshwane Deputy Police Chief Commissioner Umashi Dhlamini and his alleged interest in a tender linked to the so-called Matthews Phosa Municipality in Mpumalanga.

The commission has previously heard that this municipality does not exist.

It has also examined text messages in which Dhlamini appears to assist Fannie Nkosi’s brother Bheki with his tender bid for Ngaphesheya Security at the said municipality.

Evidence leader Matthew Chaskalson has put it to Dhlamini that it was inappropriate for him to assist Ngaphesheya with the alleged tender bid in Mpumalanga when the company has pending proposals in Tshwane.

Chaskalson asked, “What does it have to do with you?

Dhlamini responded, “I indicated earlier on that I raised Nkosi. I took an interest in him since 97, when he started working at the yard. So he’ll sometimes ask for me to intervene and assist.”

Chaskalson then asked, “But he and his brother have a series of pending bids before the city at this point that you’re aware of. In TMPD-1 and TMPD-3, they have Ngaphesheya as a bidder,” to which Dhlamini answered that he was aware.
