IPID could not trace EMPD vehicles to Mbense property: Masuku


Independent Police Investigative Directorate (IPID) senior Investigator, Nomsa Masuku, has testified that the police watchdog could not establish the presence of Ekurhuleni Metropolitan Police Department (EMPD) vehicles outside the home of Brakpan businessman, Emmanuel Mbense.

Mbense was killed in April 2022 allegedly by members of the police service. His body was subsequently dumped in a dam in Nigel, East of Johannesburg, and was later discovered by a fisherman.

Suspended Ekurhuleni deputy police chief, Julius Mkhwanazi has been implicated in Mbense’s murder after he was allegedly called to his house to “clean up” the murder scene.

Masuku has told the Commission the reason why EMPD cars were not traced back to Mbense’s house on the night of his murder is because they are not fitted with an automatic vehicle location (AVL) systems.

“The police car I traced to be at the deceased’s house on the day in question was from Brakpan police station and had been parked at the deceased’s address for more than two hours. This confirmed the suspicion by the family that the police officers were at the deceased’s home when he was reported missing. Unfortunately, the metropolitan police vehicles are not fitted with the AVL system and I was unable to track the presence of the EMPD vehicles on the deceased’s home.”
