The Madlanga Commission has heard how South African Police Service’s Section Head for Quality Management, Brigadier Rachel Matjeng helped Vusimuzi “Cat” Matlala claim money for individuals who failed to attend their medical surveillance appointments.
Brigadier Matjeng has testified that she sent Matlala a code that would enable him to claim for the 140 non-arrivals. This is despite this being outside her scope of work.
Commissioner Sesi Baloyi has put it to Brigadier Matjeng that she used her position to advance Matlala’s interests.
“You inserted yourself into something that has nothing to do with your responsibilities, and I’m suggesting to you that your involvement in this way was because it is Mr. Matlala and you were assisting him. That’s what I’m putting to you. You were deliberately assisting him because of your relationship with him. You can comment if you want to. My comment, Commissioner, I do not agree with your suggestion because I could have assisted any other service provider the same way that I was assisting Mr. Matala.”
