Former Section Head of Finance and Administration Services at the South African Police Service (SAPS), Tiyani Hlungwani has accused former Police Minister Bheki Cele of dismissing him.
Hlungwani is making submissions to the Ad Hoc Committee investigating allegations of criminal infiltration, corruption and political interference in the criminal justice system.
The allegations were made by KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi during a media briefing in July last year.
Hlungwani says he was removed because he didn’t want the Secret Service Account funds to be used. Hlungwani says he believes that Cele had a sinister motive.
“The SAPS has disciplinary regulations and if I have committed a particular misconduct, SAPS will have to take steps against me. It is not the duty of the minister to get involved with disciplinary matters with employees. SAPS disciplinary regulations are very clear that the National Police Commissioner is the one who is responsible for discipline in the police. So, I do not know what the role of Minister Bheki Cele was except for, if I may say the matter of the grabber.”
Hlungwani says about R45 million from the SAPS Secret Service Account was going to fund the African National Conference Nasrec conference in 2017.
He says there is a possibility that the SAPS slush fund was aimed to provide financial support for some of the ANC factions during the conference.
“Intelligence operatives and I think they might have had a document. I they might have people in the CI; they have a document which points to this particular matter where it says it was going to be used to fund this conference. Even Mr McBride he came here and he was investigating this thing. He came here, this was going to be used, the same intelligence operatives. So, a portion of this was not going to purchase the grabber? Was going to be taken to the ANC conference? I firmly agree with you.”
