Samwu members marching to Tshwane House, demanding the reinstatement of unfairly dismissed workers, August 2025.
The South African Municipal Workers’ Union (Samwu), in Tshwane, says the City of Tshwane’s decision to grant a 5% salary increase to councillors is an insult to municipal workers, who are still waiting for salary increases of 3,5% and 5,4% owed to them.
The union has threatened another strike if the decision is not reversed.
Samwu Regional Secretary Donald Monakisi says the move shows a disregard for the sacrifices of frontline municipal employees who keep communities running under difficult conditions.

Monakisi adds that if the city goes ahead and implements the decision then SAMWU will respond.
“We will make it our business every day to make sure that we mobilize our members, we mobilize communities, we mobilize civil organizations, to make sure that we stand up against this selfish decision by the politicians to enrich themselves while workers who are at the centre of service delivery are pushed further into poverty,” says Monakisi.
