Mnisi questioned on Nkosi’s possession of tender report


The Madlanga Commission has heard that Sergeant Fannie Nkosi was in possession of a confidential draft report relating to the multi-million rand security tender.

Suspended Tshwane Chief Financial Officer, Gareth Mnisi, has previously testified that documents related to tenders at the City of Tshwane were kept under lock and key.

Mnisi’s relationship with Nkosi is under scrutiny at the commission.

Commissioner Sesi Baloyi has put it to Mnisi that Nkosi’s access to the confidential documents raises concerns about possible corruption in the tender process.

Baloyi: Sergeant Nkosi had access to a tender-related document that should not have been in his possession. You accept that?

Mnisi: I have accepted that.

Baloyi: And that suggests, or at least on the face of it, a corruption already of the tender process. It is being muddied. Do you accept that?

Mnisi: No.

Baloyi: The tender document that is internal, of an incomplete tender assessment process is sitting with a member of the public, because that’s what he is, that is problematic for that tender process.

Mnisi: Commissioner I don’t accept that, with all due respect.

Photos of weapons

Mnisi has also been questioned about photos of weapons that were allegedly sent to him via WhatsApp. One of the photos shows a man holding two automatic weapons.

Evidence leader Advocate Matthew Chaskalson says Mnisi sent Nkosi a picture saying “collecting my weapons”. Mnisi was also engaged about the removal of his security detail on December 24.

Chaskalson:  You sent Sergeant Nkosi a picture, a screenshot that says “collecting my weapons.” It’s a screenshot from a chat with someone who is described as Ntando Mfwethu. And lower down, there is another screenshot of the back of a man holding two weapons, two rifles that look like automatic rifles to me.
Who sent you these pictures?

Mnisi: These are pictures that I saw from a status of a friend.
