Commission hears how Mchunu acted beyond his authority


The Madlanga Commission of Inquiry in Pretoria has heard that Senzo Mchunu’s function as Police Minister is to formulate policing policy in consultation with provincial governments.

This is according to Patronella Van Rooyen, who is the head of Governance, Legislation and Policy at the Legal Services Division at the South African Police Service (SAPS).

The hearing has been adjourned until Friday.

Mchunu’s role in disbanding the Political Killings Task Team has been under scrutiny at the commission.

His decision was labelled as an “encroachment” of jurisdiction by National Police Commissioner Fannie Masemola.

Van Rooyen says Mchunu’s responsibilities as minister must align with the country’s constitution.

“This ensures an overall strategic direction of a police service is aligned to national priorities in accordance with section 206 of the Constitution. In this regard, it should be noted that the civilian secretariat for police service has drafted various policy documents for approval by the minister. It includes for an example a policy on the reduction of barriers in the reporting of sexual offences and domestic violence,” explains Van Rooyen
