Free State HOD denies protecting official accused of misconduct

Free State Head of Department (HOD) for Public Works and Infrastructure, Mosa Masimene, has responded to allegations that she protected Khaya Radebe, the Director of Supply Chain Management, who is accused of misconduct involving R17 million.

The allegations arose after the Premier’s office released a statement claiming Masimene instructed the State Attorney to withdraw charges against Radebe without providing reasons, disregarding advice from the department’s legal team and the State Attorney.

Masimene, who is in conflict with Premier Maqueen Letsoha-Mathae, confirmed she received a letter from the premier demanding an explanation for Radebe’s reinstatement.

Radebe had previously been charged by former HOD Ernest Mohlahlo for misconduct. Masimene stated that Radebe’s reinstatement followed an arbitration award, but he was placed in a non-existent position.

Masimene says, “I went to our internal legal unit and asked, ‘Have you done an investigation on this guy? Have you done anything? Is there anything that will compromise the process?’ They said no. We have actually set it in the charge sheet, so this guy will not do anything, and we are paying him as a department. Then I told them I am going to take the guy back on the basis that you were requested to take him back, and he’s back, but there is nothing that is compromising.”
