Suspended Director for Asset Protection Services at the Tshwane Metro Police Department (TMPD) Tshukudu Malatji has testified that he was unable to implement an instruction by Deputy Police Chief Revo Spies, to cancel all ad hoc security contracts.
Malatji is appearing before the Madlanga Commission, where he has been implicated in alleged tender manipulation at the Tshwane Metro Police Department.
He maintains that he neither authorised the ad hoc security deployments nor had the authority to cancel them.
“This explanation goes back to the issue of the instruction that was given to me by Revo Spies, cancel all ad hoc services. Since this directive does not delegate me with powers, duties, and responsibility to intervene and address the issue of non-compliance by departments, there is no way I would have cancelled something that was not ordered and or instructed by me.”
