Constitution’s promises not yet fully realised: Kubayi


Justice and Constitutional Development Minister Mmamoloko Kubayi has conceded that the promises of the Constitution have not been fully realised despite the document bringing stability and achievements over the past 30 years

She addressed the National Press Club in Midrand, Johannesburg, on Wednesday night.

Kubayi has also announced a year-long national programme to mark the 30th anniversary of the Constitution.

She says, “The fault does not lie on the framework, but the administrative and financial condition necessary to give it full effect has not been consistently sustained. So the implementation is uneven.”

Kubayi says, “ In other areas, you see success; in other areas, you see the difficulties. Imagine discourse around constitutional interpretation and human rights is an opportunity for citizens, legal scholars, and practitioners to engage meaningfully with the law.”
