Commissioner Baloyi blames Malatji for R14m Tshwane security spend


Madlanga Commissioner Sesi Baloyi has put it to Tshukudu Malatji that he is to blame for the R14-million expense that the City of Tshwane incurred because of additional and unauthorised ad hoc security services.

Evidence before the Madlanga Comission of Inquiry has further revealed that Malatji, who is the suspended Director for Asset Protection Services at the Tshwane Metro Police Department, did not comply with an instruction to stop the deploypyment of all ad-hoc security services.

Commissioner Baloyi says that Malatji was grossly negligent in ignoring the instruction.

“As a result, the municipality, because of Phiri, incurred a R14-million expense. I don’t think you should calmly sit there and say it’s an oversight. I think you should take full responsibility for that expense, because it was well within your powers to avoid it, and you dismally failed, either because you chose to look the other way and not stop it, when you knew you had the power to stop it, or you were grossly negligent not to stop it.”

Malatji has concluded his testimony and a new witness takes to the stand on Friday.
