The Johannesburg council has postponed the motion of no confidence against Executive Mayor Dada Morero in the City’s Council to determine if councillors can vote on the motion through a secret ballot.
The motion was brought by minority party Al Jama-ah, with the support of other minority parties, urging Morero to step down over ongoing service delivery failures.
Johannesburg African National Congress (ANC) Regional Secretary Sasabona Manganye has called on coalition partners not to weaponise no confidence motion to address internal disagreements.
Manganye says it was disappointing that the motion came from its own coalition members.
“Look, the effect is, there is also a letter that Al Jama-ah wrote to the Speaker, requesting for the Speaker, to do a secret ballot, where the clear position ourselves is the ANC, that, of course, they are outgoing the court decision that compelled, I mean, that suggested that the National Assembly Speaker has a pure negative to decide, whether a motion must be voted in through ballot, or through show off hand. But we are saying the rules of counsel currently in their current form. They are saying that voting must be through show off hand. And we do not believe there is a room for the Speaker to make a contrary decision. Those who believe that the Speaker should have a prerogative to make a decision of whether show of hand or a secret”
