National Assembly approves the Special Appropriation Bill


The National Assembly has adopted the Special Appropriation Bill.

The Bill will now be sent to the National Council of Provinces for its concurrence.

The main objective of the Bill is to appropriate an additional amount of money to the Department of Health to address a shortfall due to the stopping of the President’s Emergency Plan for AIDS Relief (PEPFAR) funding last year.

Deputy Finance Minister, Ashor Sarupen, explains the importance of approving the Bill.

“Although the expenditure contained in this bill has already been authorised in terms of the PFM and all these funds have already been spent as we speak-the requirement of being tabled in parliament as an Appropriation Bill in parliament is important as the parliament hold the power of the purse to ensure that parliament has full transparent and accountability and we must uphold the parliament’s constitutionality to appropriates funds,” says Sarupen.

“This debate follows a robust consultative process as it began with the tabling of the of the Appropriation Bill in December. Valuable comments were received from the committees, from political parties and the parliamentary budget office as well as fiscal commission, civil society organisations and the public,” adds Sarupen.
