Police Minister Senzo Mchunu has conceded to Commissioner Sesi Baloyi SC that there has not been a formal review of the capability of the PKTT.
The Madlanga Commission of Inquiry has argued that Police Minister Senzo Mchunu misinterpreted the work study conducted on the Political Killings Task Team (PKTT) in 2019.
Mchunu is currently under cross-examination at the Madlanga Commission in Pretoria.
The work study, which was never implemented, recommended that the task team should form part of the murder and robbery unit.
Mchunu subsequently used the work study to justify his disbandment of the task team in December 2024
Witnesses before the Madlanga Commission have testified that Mchunu did not consult with them on the decision.
They further stated that his move to disband the PKTT fell outside his mandate.
Commissioner Sandile Khumalo has put it to Mchunu that the work study can’t override an Inter-Ministerial Committee’s (IMC) decision to establish the PKTT.
“The PKTT is set up by the IMC, the Inter-Ministerial Committee and therefore it can only be disbanded by a Minister or by that Committee. So if you have studies that only go to the National Commissioner and his subordinates and then they adopt the recommendations in those studies. If that is your suggestion that the adoption of those recommendations can override an IMC decision, then there must exist a PKTT that does not make sense to me.”
