Commissioners of the Madlanga Inquiry at the inquiry’s sitting in Pretoria, 25 November 2025.
The City of Ekurhuleni has confirmed that its Head of Department for Legal and Risk Services, Advocate Kemi Behari, has been placed on precautionary suspension with full pay.
The City says the decision follows the resolution of the Municipal Council taken on 18 November.
Behari has been implicated at the Madlanga Commission where it has been alleged that he actively blocked disciplinary action against suspended Deputy Chief of the Ekurhuleni Metro Police, Julius Mkhwanazi.
Ekurhuleni City Manager, Kagiso Lerutla, says Behari was afforded an opportunity to provide written representations after it was considered whether a basis existed to implement a precautionary suspension.
And after careful consideration of his representations and the applicable laws, Lerutla, says the City resolved to institute a precautionary suspension.
The City says this is not a finding of guilt, nor does it constitute disciplinary action – it is an interim measure intended to ensure the integrity of ongoing internal processes, and to protect the interests of the municipality, and at the same time to uphold principles of good governance.
