Mashazi concedes not taking appropriate action against EMPD chief


Retired Ekurhuleni City Manager Doctor Imogen Mashazi has conceded that she did not take appropriate action against suspended Ekurhuleni Metro Police Department (EMPD) chief Jabulani Mapiyeye.

Her comments come after a video of a march of EMPD members was played at the Madlanga Commission of Inquiry in Pretoria.

This was in connection with a drunk driving case against Mapiyeye in which a minor was allegedly killed. Mapiyeye has also been accused of favouring certain EMPD members.

Commissioner Sesi Baloyi asked Mashazi why she did not raise complaints against Mapiyeye.

Baloyi asked: “You’ve just confirmed you were aware of this in 2020 of this conduct. My question is, why did you not lay a complaint? Because your answer is, I couldn’t discipline him, because there was no written complaint, but you are the City Manager. Why didn’t you lay a complaint?”

Mashazi replied: “Let me concede that I failed to discipline the chief of police and I failed to do an oversight on him as an HOD.”

Meanwhile Police Minister Senzo Mchunu is set to appear before the commission at 2pm.

Mchunu was placed on a leave of absence in July this year.

This followed KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi’s allegation that Mchunu unlawfully disbanded the Political Killings Task Team.

Critics allege that the aim of the disbandment was to obstruct investigations into powerful individuals.

But Mchunu has denied this, saying he had briefed President Ramaphosa on his intention to disband the task team and he had supported the move.

Mchunu has already presented himself before the Ad Hoc Committee in parliament; he is expected to face tough cross-examination from evidence leaders at the Madlanga Commission.

This as various witnesses have testified that he had no authority to disband the political killings task team.

The witnesses have further testified that the authority to dissolve the PKTT was the function of National Police Commissioner General Fannie Masemola.
