The South African Police Service (SAPS) Divisional Commissioner in the Crime Intelligence, Lieutenant General Dumisani Khumalo appears before the Pretoria Regional Court on June 27, 2025.
The Madlanga Commission has heard how a stalemate between Crime Intelligence Head General Dumisani Khumalo and suspended National Deputy Police Commissioner for Crime Detection, Lieutenant-General Shadrack Sibiya, led to vacancies in Crime Intelligence not being filled.
Khumalo’s testimony at the Madlanga Commission forms part of Police Minister Senzo Mchunu’s decision to halt the filling of vacancies in his December 31, 2025, letter.
Khumalo has testified that Sibiya did not support his preferred panel.
“My proposal for the panel for the first batch then was not supported by the Deputy National Commissioner. Instead, he proposed his own panel, of which thwn he had to do it in consultation with myself. And then I did not agree.”
In September, the Commission heard how Police Minister Senzo Mchunu’s decision to hold off on filling crucial posts in the SA Police Service’s Crime Intelligence and Detective Services affected operations.
