Minority parties in the City of Johannesburg say the city has experienced one of its most difficult periods of administrative instability and service delivery collapse under Mayor Dada Morero’s tenure.
These sentiments follow the minority parties submitting a motion of no confidence in Morero.
The motion was reportedly proposed by the Al Jama-ah party’s Kabelo Gwamanda, and seconded by Yongama Zigebe of the United Democratic Movement (UDM).
Zigebe says their decision follows a sustained breakdown of governance, administrative capture and political interference in the city’s operations.
“For more than a year, Johannesburg has operated without a permanent city manager, in direct violation of Section 54A of the Municipal Systems Act, due to deliberate stalling and interference by the executive mayor. This has resulted in a compromised administration where acting appointments are repeatedly used to consolidate political control instead of ensuring stability and service delivery. The mayor has consistently centralised power within his office, effectively blurring the lines between the executive and administrative functions of the municipality. Under Mayor Morero’s tenure, Johannesburg has experienced one of its most difficult periods of administrative instability and service delivery collapse,” says Zigebe.
