The Madlanga Commission of Inquiry has heard how WhatsApp messages were produced by Ekurhuleni Acting Police Chief Julius Mkhwanazi demonstrating the successes of working with Cat VIP Security.
Cat VIP is a security company belonging to Vusimuzi “Cat” Matlala, an attempted murder accused and alleged criminal cartel member.
This is according to retired EMPD Deputy Chief of Police Revo Spies who continues his testimony before the commission in Pretoria on Monday.
Spies has testified that Mkhwanazi became evasive when asked about an operational plan with Cat VIP Security.
“Because for every operation that we conduct, there will be operational plan, which is signed off and approved, and that gets archived and kept in the records. So, the very next morning, he sent an operational plan in a sealed envelope to my office. I opened this operational plan, and just by opening it and looking at the plan, it looks to me as if it’s uttering, as if it’s photoshopped, as if it’s altered.”

Spies has expressed disbelief that a controversial and allegedly fraudulent Memorandum of Understanding with CaT VIP Protection still remains in effect.
He told the Madlanga Commission that the agreement signed in 2023 by suspended Brigadier Julius Mkhwanazi while acting as Chief of Police unlawfully granted the private security firm access to EMPD surveillance systems. This included tools to monitor suspects, track criminal movements, and assist in the arrest of highly trained repeat offenders.
He says the MoU effectively outsourced core policing duties to a private company, leaving EMPD operations hollow and insufficient.
