Tshwane takes action against officials implicated at Madlanga Inquiry


City of Tshwane Mayor Dr Nasiphi Moya says the metro is taking action against municipal officials implicated in alleged wrongdoing at the Madlanga Commission.

Those implicated include Corporate and Shared Services MMC Tsholofelo Morodi, Metro Police Department Deputy Commissioner Umashi Dlamini and Chief Financial Officer Gareth Mnisi.

Addressing a media briefing in Pretoria on Thursday, Moya says internal investigations are ongoing..

She says, “It is within the spirit that the following actions have already been taken in the past seven days. I placed MMC for Corporate and shares services Tsholofelo Morodi on special leave, in the meantime the TMPD Deputy commissioner Umashi Dlamini is on leave and this will allow investigations, the CFO Gareth Mnisi, a full disciplinary report has been tabled before the council this morning (Thursday).”

WATER TANKER SYSTEM

Moya says the city is cracking down on alleged corruption in its water tanker system.

She says the city is tightening controls, improving verification of tanker deployments and reducing reliance on outsourced suppliers.

Moya says these measures have already saved the city over R 12 million while the municipality invests in its own tanker fleet.

She has also rejected claims that Tshwane spent over R 700 million on water tankers, saying the figure is based on inaccurate and duplicated procurement records.

“Actual expenditure for 2024/25 was R621 million, including R179 million incurred in the previous financial year. When aligned to the year in which it was incurred, the figure for 2024/25 is R441 million. Of this, approximately R342 million is attributable to the current administration.”

Moya says, “Claims of a 500% increase are not supported by the facts. The city has provided a full, verified breakdown of expenditure. Reliance on water tankers is being reduced. Improved controls have already delivered savings of approximately R12 million per month.”
