RAF placed Letsoalo on special leave ahead of SCOPA appearance

The Road Accident Fund (RAF) board has confirmed that CEO Collins Letsoalo was placed on special leave to prevent him from influencing executives not to appear before the Standing Committee on Public Accounts (SCOPA).

The decision was made ahead of the RAF’s scheduled appearance before SCOPA, where executives were expected to update the committee on the Special Investigating Unit’s (SIU) probe into Letsoalo’s alleged involvement in a R79 million lease tender scandal.

RAF Board Chairperson Zanele Francois said the board instructed the executives to attend the SCOPA meeting after Letsoalo was placed on leave.

Francois stated, “Absolutely not, chair, the decision was to avert a CEO who refused to come and attend SCOPA and also influence executives not to. The sequence of events will attend to that.”

During the committee meeting, Deputy Minister of Transport Mkhuleko Hlengwa said, “The decision is taken solely in the interest of good governance and as a precautionary step to facilitate all ongoing investigative processes. It does not imply any pre-judgment against the CEO. The special leave will remain in place until the conclusion of the investigation by the SIU.”

The Ministry of Transport has expressed full support for the board’s decision. Letsoalo will remain on special leave with full salary and benefits.

Francois added, “The board has to instruct the executives after the decision was taken in an open meeting. We said the board has taken a decision that it is attending SCOPA because it has a duty to attend and account. The board also instructed executives to attend. It’s on record in minutes.”

The RAF continues to face governance-related issues, some of which are under investigation by the SIU.
