‘Postponements in Aarto roll-out prove the system is unworkable’

The Organisation Undoing Tax Abuse (Outa) says the constant postponements in the roll-out of the Administrative Adjudication of Road Traffic Offences (Aarto), proves that the system is unworkable in its current form.

The Minister of Transport, Barbara Creecy, has announced that the rollout of the system, which was due to start next month, has been postponed to July next year.

Creecy said the postponement was necessary as some municipalities are not ready.

Aarto aims to curb the high number of road fatalities in the country, among other things.

“This system is so administratively challenged. It’s very cumbersome. It hasn’t really involved enough of meaningful stakeholder input. We keep telling them this. So, we’re not surprised this is pushed out again, and we don’t even think it’ll be ready to be launched in July of next year. You remember, even two ministers ago, it was Fikile Mbalula who was there saying, it’s coming now, get ready, and here we sit two years later. So, it’s a long way off, we believe,” Outa CEO Wayne Duvenage explains.
