National Treasury says from 2020/2021 financial year to date total unspent conditional grants from the Free State amount to over R1.6 billion.
Treasury says when money is returned to its coffers, it means that services meant to be covered by those funds are not delivered.
Free State MEC of Finance, Ketso Makume has raised concerns over lack of consequence management, and municipalities failing to implement the Auditor General’s report recommendations.
Makume says, “It makes it a problematic situation if people are not accounting on such things, we also need to account on things, we would have been told by the MPAC (Municipal Public Accounts Committees) or the internal auditors on what would have been the gaps on management system and also in the financial controls systems.’
He says, “For if we are not going to do that there’s always going to be a problem that the audit outcome is not going to favour us, so we really need to deal with such things we also need to deal with audit action plan.”
