OUTA says tender for licence machine ‘riddled with inefficiencies’


The Organisation Undoing Tax Abuse (Outa) CEO Wayne Duvenage says the tender process for South Africa’s driver’s licence card machine was riddled with inefficiencies and manipulation.

This follows revelations that a Transport Department delegation sent to France to inspect new technology discovered that it was actually based in the Czech Republic and Greece.

Despite this, a contract worth nearly R900 million was awarded to the French company, Idemia.

The department is now in court seeking to have that same contract declared invalid.

Duvenage says the matter must be resolved quickly, as stability in the system is vital for millions of motorists.

Meanwhile, last week, the department said it is hopeful that by December, it would have cleared the current backlog of driving license cards.

The department has a backlog of over 500 000 driving licenses that still need to be printed.
