Chief of Staff in the Office of the Minister of Police Cedrick Nkabinde gives evidence before the Parliament’s Ad Hoc Committee on November 13, 2025.
The Chief of Staff in the Police Ministry, Cedrick Nkabinde, has confirmed to have been tasked to facilitate meetings between the now placed on special leave Police Minister Senzo Mchunu and the North West businessman Brown Mogotsi.
Nkabinde is testifying before the Ad Hoc Committee investigating allegations of criminal infiltration, corruption and political interference in the justice system.
The allegations were made by KwaZulu-Natal Police Commissioner Lt-General Nhlanhla Mkhwanazi during a media briefing in July.
Nkabinde was back for the second time before the committee after he was sent packing last week after admitting that he thumb-sucked some of his testimony in relation to Mchunu and Mogotsi.

Nkabinde says Mogotsi was not attending the meetings alone at Mchunu’s official residence. But he said he does not know the identity of the other people who accompanied Mogotsi.
“The meeting was from half past four in the afternoon to half past five. It was also an hour allocation. The meeting guests were Brown Mogotsi and four other people. The venue for this meeting was the official residence. I further facilitated all logistical arrangements for the meeting as per my role and responsibilities. And it proceeds as scheduled.”
He also testifies that Mogotsi didn’t have only one meeting with Mchunu. “The minister wanted me to arrange a meeting. He was planning to go and visit Stillfontein and then suggested that he needs to have an engagement with some local leaders to get an understanding before he goes there. So, he then gave me the number of Mr. Mogotsi. I believe he is from the North West, for him to assist and get other leaders to come and brief him about the situation.”
He denied knowing the agenda and the content of the meetings.
“I, however, as I testified previously before this committee, I did not attend this meeting and therefore I am unable to confirm the discussion that was had in that meeting. I reiterate that I can only reasonably confirm that the meeting discussed the issues concerning the crises with the Zama zamas at Stillfontein, as this was the reason this meeting was arranged for.”
Nkabinde also states that Mogotsi has always referred to Mchunu as his comrade. “Because even when we are confirming the meeting, how many people? How many are you? He will then say I come with the other four comrades because he even called the minister comrade Senzo. And that is how he used.”
