The building is reported to contain shacks inside and illegal subdivisions, posing severe fire, health and structural hazards.
Recent violent clashes among hijackers over rent collection have heightened fears, leaving tenants at risk.
The legitimate property owner is said to be under extreme distress and facing threats to their life.
