Mkhwanazi quizzed on use of CAT VIP at 2022 SOCA address


Commissioner Sesi Baloyi at the Madlanga Commission in Pretoria has raised questions on why suspended Ekurhuleni Metro Police Department (EMPD) Deputy Police Chief Julius Mkhwanazi used the private security company CAT VIP at the State of the City Address (SOCA) in 2022.

Mkhwanazi has testified that CAT VIP was appointed to assist the EMPD in dealing with a possible threat.

The relationship between Mkhwanazi and Vusimuzi “Cat” Matlala is under the spotlight at the Commission.

He told the inquiry that then mayor Tania Campbell was provided with additional cars even though she had her own protection.

Baloyi: On the day that you deployed CAT VIP to provide protection to the mayor, did she not have her own EMPD protectors.

Mkhwanazi: Those that were driving with her were there, but we had to add one or two cars to the same CAT Security. Others I think it was eight. Others were deployed to the upper buildings. Not all were escorting the executive mayor.

Meanwhile, Mkhwanazi has accused former Deputy Police Chief Revo Spies of submitting a forged operational plan to the commission.

The operational plan was for the SOCA address and included the involvement of Matlala.

Mkhwanazi was being cross-examined by Evidence Leader Adv Mahlape Sello at the Commission.

He says, “You say Deputy Chief Spies. Commissioner let me raise this I Julius Doctor Mkhwanazi deputy chief of operation and specialized services say in this commission and to the members of the public and this country. Deputy Chief of Police Revo Spies presented a forged plan that he forged and presented to this commission. I am going to present the real operational plan that I gave to him when I was instructed to give him that plan.”
