Minister signs notice for public comment regarding offshore transfers


Forestry, Fisheries and the Environment Minister Dion George has signed a notice to publish the second draft regulations for the environmental management of Offshore Ship to Ship Transfers, for public comment.

This follows the department’s legal success in the African Penguin settlement and its ongoing commitment to marine biodiversity.

The regulations introduce a risk-based system to prevent and reduce harm from such transfers.

The Department has introduced key updates in the second draft of regulations managing offshore ship to ship transfers.

Updates include a reduced exclusion zone, clearer definitions and stricter rules in Algoa Bay where operations will be limited during penguin breeding season.

Night transfers may continue under strict conditions, with hydrophones used to cut underwater noise.

Spill response teams must now be on standby within 30 minutes and all environmental plans must be approved within 90 days.
