The third witness testifying in the Madlanga Commission of Inquiry, Major General Petronella van Rooyen from the Police Service, has told the Inquiry that Police Minister Senzo Mchunu had no authority to disband the KwaZulu-Natal Political Killings Task Team.
Van Rooyen, who is the Head of Governance, Legislation and Policy at the Legal Services Division at the South African Police Service, says the disbandment of the PKTT fell outside Mchunu’s mandate.
This as the PKTT, has been at the centre of the Madlanga Commission, which is looking into corruption and political interference in the criminal justice system.
“The minister’s key powers and functions involve the following: the minister is responsible for formulating national policing policy in consultation with the provincial governments. This ensures that the overall strategic direction of a police service is aligned to national priorities in accordance with section 206 of the Constitution.”
Van Rooyen is testifying on the legislative framework governing the SAPS at the Judicial Commission of Inquiry into Criminality, Political Interference and Corruption in the Criminal Justice System (Madlanga Commission), which began its work on Wednesday, September 17, 2025.
The Commission’s hearings are taking place in the main auditorium of the Brigitte Mabandla Justice College in Central Pretoria. The inquiry is headed by retired Constitutional Court Judge, Mbuyiseli Madlanga.
