Commissioners of the Madlanga Inquiry at the inquiry’s sitting in Pretoria.
Commissioner Sesi Baloyi has put it to Witness F that attempted murder accused Vusimuzi “Cat” Matlala had no authority to effect a warrant of arrest against entertainment blogger, Musa Khawula.
The Madlanga Commission has seen WhatsApp text messages from General Richard Shibiri alleging to Witness F, that he is being blackmailed by Khawula.
Witness F has testified that he forwarded the arrest warrant to Matlala, following an instruction from suspended deputy police commissioner, General Shadrack Sibiya.
Commissioner Baloyi put it to Witness F that only peace officers were authorised to effect arrest warrants.
Baloyi: “This warrant instructs peace officers to arrest Mr. Khawula when they see him. On what basis would you have sent this to Mr. Matlala with the expectation that he would arrest when he sees Mr. Khawula? Because this warrant doesn’t authorize a civilian to do that. ”
Witness F: “Thank you. Thank you, Commissioners. I’m sending him on the basis of when he sees him he must just hold him there a citizen arrest, then call the police and present such warrant to the police and say, I’ve arrested this person.”
