Mashazi reveals new, unreported assault allegation against Mapiyeye


Former Ekurhuleni City Manager Dr Imogen Mashazi has dropped fresh allegations of serious misconduct against Ekurhuleni Metro Police Department (EMPD) Chief Isaac Mapiyeye, claims that were never captured in official reports.

Mashazi told the Commission that one woman alleged she was assaulted by Mapiyeye, a case reportedly taken up by the Independent Police Investigative Directorate before the complainant was pressured to withdraw.

She also revealed a separate allegation of rape involving another woman, saying law enforcement authorities shielded the police chief, leaving the victim without justice.

Madlanga Commission of Inquiry Commissioner Adv. Sesi Baloyi has accused Dr Mashazi of doing nothing to protect women metro police officers, who were allegedly being sexually harassed at the department.

Mashazi served as manager since 2016 before retiring this year.

She has also testified that complaints against Mapiyeye date back to 2012.

Mashazi has told the commission about establishing a programme in the city to empower women to ensure that they are less vulnerable to sexual harassment.

Baloyi says, “I think, doctor, the program is not enough. I think it’s as specific as you receive word from women who speak to you because you raise it to a formal level. They tell you, we have a problem, and it’s not just the chief, according to your evidence. The men in EMPD, this is what they do, what in fact it is, is you did nothing about that. Your explanation for doing nothing about it.”
