Justice Mbuyiseli Madlanga says that he finds it strange that Tshukudu Malatji, who’s testfying at the Madlanga Commission, had no knowledge of the litigation brought against the City of Tshwane regarding the 2016/2017 security tender.
This is despite Malatji sitting in the Bid Evaluation Committee (BEC) and being the contact person for the tender.
Malatji, who has been suspended as the Director for Asset Protection Services at the Tshwane Metro Police Department (TMPD), has been implicated in alleged tender rigging.

Twenty-two companies took the City of Tshwane to court after the controversial multi-million-rand tender was cancelled due to irregularities.
“But the cancellation itself was as a result of missing documents. That part you just happen not to know. I find that very, very strange. So you are intimately involved from the beginning throughout the stages, but just before evaluation, and all of a sudden you turn your back and you forget about the whole thing. It simply does not make sense, Mr. Malachi. And I do not even understand why you would want to be defensive on this issue,” Justice Madlanga elaborates.
