Julius Mkhwanazi’s letter slammed as abuse of power


Former Ekurhuleni Employee Relations Director Xolani Nciza says a letter issued by Brigadier Julius Mkhwanazi was a serious abuse of authority.

Testifying at the Madlanga Commission in Pretoria, Nciza revealed that the letter – addressed “to whom it may concern” – could have allowed private individuals linked to businessman and crime suspect Vusimuzi “Cat” Matlala, to evade police checks.

He warned that the document may have enabled Cat VIP vehicles to pose as official Metro Police units, undermining accountability within the department.

“So, the bearer of this letter can then claim that I am there who it may concern. Therefore, note that I have this relationship with this state entity. And my actions are covered under this letter. It’s just too wide. And it has the potential to create serious problems. We don’t know, even up to today, who actually then had this letter and what did they do with it.”
