The Independent Financial Advisors Forum (IFAF) has criticised the City of Tshwane for proceeding with a tender to appoint a single medical aid broker for its employees.
IFAF, a non-profit organisation representing accredited brokers, first flagged concerns last month. It says the contract, which the City has advertised, is irregular and unlawful.
IFAF also says the medical aid brokerage tender violates employees’ rights to choose an alternative medical aid broker.
IFAF Deputy Chairperson, Buti Sigasa says, “When we attended their compulsory briefing on the 26th of August, we raised a few things, but one of them was – did they have consent from employees of the city or their representatives. The answer was no. Now, in terms of Regulation 28-7 as clarified, the city requires consent for the city to act as an agent to appoint a broker. So they don’t have that consent, so therefore they can’t act as an agent. So it’s shocking that the city still wants to proceed with the tender, whereas they don’t have the agency.”
