Gubis85 Security Solutions under scrutiny at Madlanga Commission


Gubis85 Security Solutions was the subject of scrutiny at the Madlanga Commission on Wednesday. The security company is one of three that are under the spotlight at the commission for alleged tender rigging.

Evidence before the Madlanga Commission has revealed that Gubis85 Solutions also received the biggest allocation of work from the Tshwane Metro Police Department through alleged irregular means.

A new witness has testified that he never gave permission for the allocation of work to security company Gubis85 Solutions. Gubis85 is at the centre of corruption allegations at the Tshwane Metro Police Department following tender fraud allegations.

Deputy Police Chief at the Department Commissioner Sean Bolhuis testified that suspended Chief Financial Officer Gareth Mnisi and suspended Deputy Police Chief Umashi Dlamini, through Sergeant Fannie Nkosi, were the individuals who created purchase orders for Gubis85.

“The purchase orders created out of this process were registered on the  Tshwane Metro Police Department (TMPD) system the following day, 6 March 2025. These included purchase orders for ad hoc services ostensibly procured from Gubs85 Solutions PTY Limited in the aggregate amount of R13 635 133, 60.”

Commissioner Bolhuis has also testified that a junior employee, Inspector Lebogang Phiri, working at the TMPD, allocated numerous sites to Gubis even though he did not possess the designated powers to do so.

At the time of the allocation, Bolhuis was the caretaker for Asset Protection and Security Services (APSS) and his duties were to look after the sites.

“But to do it in this way, allocating sites by a junior person, and there’s no further communication on a high level, or an assessment done, or a pre-approval done, that’s why I say when you look at it, at the look of it, it looks irregular, and we now know this is irregular,” he explained.

Commissioner Bolhuis, who concluded his testimony on Wednesday, also expressed his concerns about corruption at the City of Tshwane.

“I am appalled at the corruption taking place in the City of Tshwane and for that matter, at most municipalities and government departments. We are public servants and it is expected of us to be loyal, ethical, and serve our people. I was a public servant, may God help me, may God help us all.”
