DA says Ekurhuleni Council never approved EMPD-CAT VIP deal


The Democratic Alliance (DA) in Ekurhuleni, on Gauteng’s East Rand, says the City Council never signed off on a Memorandum of Understanding (MOU) between the Ekurhuleni Metropolitan Police Department (EMPD) and CAT VIP Security protection.

This follows testimony by former Ekurhuleni Metro Deputy Chief of Police, Revo Spies, who gave evidence at the Madlanga Commission of Inquiry, in Pretoria that the safety of city officials, including that of the mayor, was left to CAT VIP Security and the City’s VIP Protection Unit.

Spies was testifying around the alleged irregular relationship between the EMPD and attempted murder accused Vusimuzi Cat Matlala’s VIP security company.

“There was no item coming to council that there was a MOU between CAT and the EMPD. So, we were not aware of it. The first time I was aware of it was when I received an envelope under my door of a report with documentation in it of a possible MOU. I started asking questions and no one could give me answers about it,” says DA Spokesperson for Community Safety in Ekurhuleni, Jaco Tereblanche.
