IPID Director of Investigations and Provincial Co-ordinator Thuso Keefelakae
Independent Police Investigative Directorate (IPID) Director of Investigations and Provincial Co-Ordinator, Thuso Keefelakae rejected the notion that the City of Ekurhuleni could not act against suspended EMPD deputy police chief Julius Mkhwanazi because a parallel criminal investigation was underway.
Keefelakae is testifying at the Madlanga Commission on eveidence related to criminality and corruption in the City of Ekurhuleni.
The City has been accused of shielding Mkhwanazi from any disciplinary processes as per the IPID recommendations.
Keefelakae elaborates, “Yes, there are instances wherein we would send only recommendations to the SAPS to take steps against their members because we cannot find any criminal element on a particular matter. Same with the municipality, for them to take actions. So it is a serious excuse that the matter is subjudicated, that we have referred the matter for criminal prosecution. That I don’t know where it comes from.”
Testimony at the Commission has revealed how metro police officials working under suspended deputy police chief Julius Mkhwanazi’s specialised unit, allegedly stole precious stones worth R42 million.
“That one would fall under section 28, subsection 1G, which is corruption. And why am I saying that? The facts of the case would then demonstrate to you that it is not necessarily theft in a literal sense. Yes, the person was deprived of ownership, but the manner in which it happened, there was some kind of misrepresentation in the process.”
