Shinga was suspended last year after refusing to support a motion of no confidence against KwaZulu-Natal Premier Thami Ntuli.
According to a leaked document, the committee found her guilty on all charges, saying her actions breached party discipline.
Shinga, who also serves as MEC for Social Development, is now awaiting a final decision, expected later this month, on her future in the party.
