Tshwane Metro Police Department Police Chief Commissioner Yolande Faro appears before the Madlanga Commission of inquiry on 07 April 2026.
Questions have been raised about City of Tshwane Police Chief Commissioner, Yolande Faro’s effectiveness in managing the Metro Police Department.
Faro has testified that she was on leave when a service level agreement was concluded between the City and El Shadai Security Services.
El Shadai Security Services is one of the companies that is entangled in alleged tender rigging in the City of Tshwane.
Madlanga Commission Co-commissioner Sandile Khumalo has described it as a “red flag” that Faro only became aware of the service level agreement with El Shadai Security when she returned from leave.
“I mean that that is a red flag. It’s worrying that these things could be happening, and your department is responsible. Because you were on leave in January 2026, somebody who was acting in your … [position] signed them and you only saw them after they were signed. I mean, that is a serious red flag for me,” adds Khumalo.
