A new witness is expected to take the stand at the Madlanga Commission of Inquiry on Tuesday morning. The testimony is expected to centre around alleged tender manipulation in the City of Tshwane.
South African Police Services’ (SAPS) Gauteng’s Organised Crime Unit member Sergeant Fannie Nkosi was the first witness to refer to the alleged irregularities in the metro.
Evidence before the commission has revealed that Tshwane Chief Financial Officer (CFO) Gareth Mnisi shared confidential municipal information with him.
WhatsApp messages revealed at the inquiry show that Mnisi shared tender details with Nkosi and his brother Bheki.
The tender details were in relation to the supply, delivery and off-loading of refuse bags for the City of Tshwane.
In the text message, Mnisi confirms to Nkosi that he has spoken to Bheki and that they all need to regroup.
When probed about what Mnisi meant when he said they needed to regroup, Nkosi told the Commission that he does not know.
