Chaskalson questions skills contract award to Matlala’s partner


The Madlanga Commission has heard how a company belonging to Vusimuzi “Cat” Matlala‘s partner, Tsakane Baloyi, was awarded a skills contract.

Buena Vista Learning Academy was awarded the R3.5 million contract by the City of Ekurhuleni, a week after the bid was advertised. Baloyi was also the sole director of the company.

Evidence leader Advocate Matthew Chaskalson has put it to suspended Human Resource (HR) Head Linda Gxasheka that the contract was awarded to the learning academy despite the showing of “red flags”.

“But what we do know is that Ms. Baloyi and Buena Vista Learning Academy have, in this application, perpetrated a fraud on the city and have taken almost R3.5 million out of the city as a result of that fraud. Would you agree with that? From the deductions that I made, I agree with you, Chair.”
