Shadrack Sibiya testifying before the Madlanga Commission of Inquiry, 23 February 2026.
Suspended Deputy National Police Commissioner General Shadrack Sibiya has denied receiving impalas from attempted murder accused, Vusimuzi “Cat” Matlala.
Evidence before the Madlanga Commission of Inquiry shows that Sibiya forwarded images of two impalas that were in distress, to General Khosi Senthumule.
The images were sent to Senthumule two days after Matlala allegedly delivered them. But Sibiya maintains that the delivery of the animals from Matlala did not happen.
“I categorically deny that I acquired and received any impala from Matlala or from any other person for that matter. No animal was delivered to my plot pursuant to this discussion. In fact, the remaining blesbok on my property has already died. In any event, I am no longer in a financial position to maintain any animals, let alone required livestock.”

Sibiya has also dismissed allegations made by Witness C, regarding receiving money from underworld figure Matlala, at his townhouse in Sandton, Johannesburg.
During testimony before the commission, Witness C presented a recorded confession from Matlala, in which he claimed to have paid Sibiya up to R1 million in cash, for protection and assistance in securing police tenders.
In his defence before the commission, Sibiya also cited that he had sold his Sandton property before he began working for the South African Police Service.
