IPID investigator Nomsa Masuku testifying at the Madlanga Commission, February 11, 2026.
Independent Police Investigative Directorate (IPID) investigator Nomsa Masuku has told the Madlanga Commission that it was wrong for the Police to register Emmanuel Mbense’s murder as an inquest.
Mbense was tortured and killed in Brakpan in April 2022, allegedly by members of the police. His body was later dumped in a dam at Nigel, east of Johannesburg.
Masuku says it was evident that Mbense was killed as he had sustained injuries around his head.
“But, by looking at the body found there, there is blood that shows that there is some injuries around the head, even though you won’t know where, but if blood was running somewhere, then you see that this person is injured. So SAPS, they interviewed the witness, the police were there, they found the deceased, the deceased had injuries, but still they continued and registered an inquest.”
